Dignity Moves is seeking Statements of Qualifications (SOQ) for general contracting services related to the Ojai Permanent Supportive Housing project. Interested firms are invited to submit their SOQs by 5:00 PM July 25, 2025. SOQs will be evaluated based on experience, qualifications, and past performance data. Submissions should be issued in PDF form via email to ojaibids@dignitymoves.org. This Request for Qualifications (RFQ) is intended to be used to solicit information about the qualifications and experience of potential General Contractors before a more detailed Request for Proposal (RFP) will be issued to all qualified bidders. This RFQ will pre-qualify General Contractors and ensure they meet certain minimum requirements established by the City of Ojai and the Development team led by DignityMoves, a California Non-Profit corporation. Each General Contractor is requested to confirm their qualifications and interest in construction of the project by submitting their Statement of Qualifications (SOQ) in accordance with the outline of requirements below. The Ojai Permanent Supportive Housing (the Project) at 414 S. Ventura Street, Ojai,CA 93023 is the development of housing for formerly unhoused individuals in order to assist in addressing the City of Ojai’s homelessness crisis.

Historic Resource Inventory Survey Update
Dear Qualified Consultant:
The City of Ojai is a small city located in Ventura County, California, northwest of Los Angeles. Set in a valley in the Topa Topa Mountains. The City has a village-like center dotted with art galleries and New Age shops. Bordered to the north, the Los Padres National Forest is crisscrossed with meandering trails.
The Community Development Department is interested in updating its current Historic Resource Inventory Survey. The current Survey was prepared in 2011, however, was never adopted by the City Council. The Survey includes a methodology of identifying potential historic properties and the requirements for the preparation of historic reports for qualifying historic properties prior to potential alteration, preservation, restoration, demolition, etc.
The existing survey was prepared in phases. The first phase includes the development of the town’s Historic Context Statement, setting the stage for the development of the survey. The second and third phases include methodology and individual property surveys. This RFP is being generated to obtain a qualified architectural historian who will, in concert with City staff and the Historic Preservation Commission, be able to generate an updated survey. The current survey will be evaluated by the qualified Historian to determine whether all of the existing properties or individual structures should remain on the list and whether there are additional properties and/or structures in the City which may be added. The survey will include a methodology used to determine inclusion in the Survey and recommend processes and procedures for potential alteration, preservation, restoration, demolition, etc.
The report will also need to identify consistency/inconsistency with the Secretary of Interior’s Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring & Reconstructing Historic Buildings.
The survey is intended to be used as a tool for identifying potential historic properties. Once a potential historic property has been identified in the current Survey, there is a requirement that a historic report shall be prepared prior to any demolition, addition or alteration to the property or structure. Different levels of reports will be required for individual properties/structures based on levels of significance and or proposed modification.

CITY OF OJAI PUBLIC NOTICE INVITING INTERESTED CONTRACTORS FOR THE CITY’S UNIFORM PUBLIC CONSTRUCTION COST ACCOUNTING ACT BID LIST
In accordance with the California Uniform Public Construction Cost Accounting Act (CUPCCAA), the City is inviting all interested licensed contractors to submit their companies’ information for inclusion on the City’s 2025 list of pre-qualified bidders for potential small to medium sized (informal) construction projects. If you have submitted a questionnaire for your company in prior years, you must resubmit a new questionnaire to be included on the current list.
