Construction Updates (Non-City Managed Projects)
These are projects within City of Ojai limits or sphere of influence. These are 'not' projects managed by the City of Ojai. As most of these projects are managed by the State or private utility companies, the City will post updates as they become available. Contacts for most projects will be listed with the project below.
Week of March 17, 2025 - Starting Monday, March 17, Casitas Municipal Water District will be working on Ojai Avenue within the City limits to raise water valve cans. This work is scheduled from 9am to 3pm and will be completed within the next couple of weeks. This work is a result of the paving project that was recently completed by Caltrans. Week of 02/18/2025 through 02/21/2025
- Miscellaneous Work: Striping contractors are on-site on February 18, 2025, performing striping additions and corrections at Villanova Road and other various locations. Caltrans contractors will also be on-site on February 21, 2025, performing various punch list items to complete their paving project. Work includes pavement repairs at the intersection (Eastbound lane) of Ojai Avenue and Ventura Street and driveway corrections East of Downtown Ojai.
- Curb Ramp Corrections (Date TBD): A few curb ramps will need to be removed and replaced for corrections. Curb ramps include the following; NE and SE corners of Ojai Avenue and Signal Street, Midblock (Northside of Ojai Avenue) Ojai Avenue and Montgomery, and NW corner of Ojai Avenue and N Montgomery Street. This work is currently pending approval and has not yet been scheduled.
Week of 01/13/2025 through 01/17/2025
- Mainline Striping: Complete
- Marker Striping (Crosswalks, arrows, bike symbols, parking stalls, etc.): To continue throughout the project. Traffic control and traffic control devices will be placed at various sections of the project at various times.
Striping work is scheduled to be completed by 1/17/2025.
Week of 01/06/2025 through 01/10/2025
Work will include striping the highway mainlines and crosswalks (Day Work; 8:00 AM to 4:00 PM). Traffic control may include a flagging a flagging operation (alternating traffic in one direction at a time) and shifting traffic lanes without lane reduction (pushover traffic control).
Please plan to use alternate routes if possible. Caltrans reminds motorists to "Be Work Zone Alert". Please drive through the construction zones with caution and obey posted speed limits.
Week of 12/30/2024 through 1/3/2025
Marker striping (crosswalks, arrows, bike symbols, parking stalls, etc.) will commence throughout the project. Traffic control devised will be in place at various sections of the project at various times.
Week of 12/23/2024 through 12/27/2024
Mainline striping (Day Work; 8:00 AM to 4:00 PM) will begin and be completed utilizing Reverse Flagging (red section; one-way lanes with a pilot car) and Lane Pushover (green section; shifting lanes) traffic control methods. The map linked below specifies the red and green sections. Per the map, the green section will be completed in three days and the red-lined section will take two days. There will be no parking allowed in areas of construction. Driveways in the work zones may be restricted for 15-20 minutes at a time. Please drive with caution and watch for pedestrians.

Temporary street tabs/markers will be replaced as needed until permanent striping occurs on the week of 12/2/2024.
Week of 10/21/2024 through 10/25/2024
- Utility Maintenance Hole Adjustments (Day Work) will begin and be completed utilizing traffic control. Work will be completed in the City of Ojai, Downtown (Canada Street to Shady Lane). So, please drive with caution and watch for pedestrians. Hole Adjustments will continue on 10/28/2024 and 10/29/2024 at the East end of the Arcade and Bryant Street.
- Placement of Shoulder Backing (Night Work) will commence, where granular material will be placed on the shoulders of the recently laid asphalt to prevent outside edges from cracking and pavement edge loss.
Please note, shoulder backing work is to be completed at night except for utility maintenance hole adjustments. There will be shifting traffic patterns, so please drive with caution. You will see temporary street markers on the new pavement until proper curing of the asphalt can be completed. The installation of permanent pavement striping will occur once the curing of asphalt has occurred.
Week of 10/14/24 through 10/18/2024
- Utility Maintenance Hole Adjustments (Day Work) will begin and be completed utilizing traffic control. Work will be completed throughout the project at various times and locations. So, please drive with caution.
- Electrical Traffic Signal Loop Installations (Night Work) will begin at all intersections with traffic signals. Intersections in City limits include: the "Y", Country Club Road, Bristol/San Antonio Rd, Signal St., and Fox Street.
- Earthen Swale/V Ditch (Night Work) will begin on October 17th and October 18th at Villanova Road and State Highway 150/33.

Week of 9/30/2024 through 10/4/2024
Cold planning and asphalt overlay (Night Work) will continue through Downtown Ojai. Eastbound on Highway 150/Ojai Avenue from the "Y" to Gorham Rd is now complete. Westbound from Gorham Rd. to the Libbey Park is complete, as of 10/2/2024. Work will continue from Libbey Park to the "Y" until Friday, 10/04/2024.
Week of 9/16/2024 through 9/20/2024
"Dig Outs" are complete. Anchor block extensions are complete and K-rail to be removed at San Antonio Creek Bridge by Friday, September 20, 2024.Installation of roadside signs will continue for the next 3 weeks throughout the City and downtown area.
Cold planning and asphalt overlay is to continue from Rice Road and move its way Eastbound to the "Y" . Work will then continue Westbound from the "Y" to Rice Road on Tuesday, September 17, 2024.
Wednesday, September 18, 2024: Cold planning and asphalt overlay will continue into Downtown Ojai, Eastbound on Highway 150/Ojai Avenue from the "Y" to Boardman Rd, then continue Westbound from Boardman Rd. to the "Y".
Please note, all asphalt work is to be completed at night. There will be shifting traffic patterns, so please drive with caution. Week of 9/9/2024 through 9/13/2024 - "Dig Outs" will occur at night on Tuesday, September 9th and 10th at the intersections of Bristol Road and Ojai Avenue and at the intersection of Fairway Lane and Ojai Avenue.
Dig outs are used when pavement has failed in localized areas to an extend that the underlying materials have disintegrated, become infiltrated with fine materials, or otherwise lost their load carrying capacity. Dig outs require the removal and replacement of much (if not all) of the underlying base/subbase materials. Anchor block extensions will commence at Ojai Avenue and San Antonio Creek Bridge. K rail to potentially be removed by the end of the week.
Installation of roadside signs will continue for the next 3 weeks throughout the City and downtown area. Cold planning and asphalt overlay is to commence at Rice Avenue and moves its way eastbound toward downtown Ojai. Work is planned to reach city limits (Villanova Road and Highway 33/150) by late mid-week and continue until the end of the project at Boardman Rd.
Week of 9/02/2022 through 9/06/2024
Caltrans will be performing segment corrections at various sites along Ojai Avenue/State Highway 150.
Asphalt "Segment Corrections" (Micro-Grinding/Cold Milling of specific sections of the existing top layer of asphalt) will begin at Night on Tuesday, September 3rd, with a majority of the corrections being performed between the "Y" and Golden West Avenue (Downtown Ojai). Lane shifts and lane closures will be present during night work.
Question: What will you see on the road after segment corrections? Answer: Sections of rough road.
Question: What are the night working hours of operation? Answer: 8:00 PM to 6:00 AM
You will also see minor maintenance work (electrical, signage, temporary asphalt repair and striping, etc.) at various curb ramp locations throughout the project to maintain safety to pedestrian and vehicular traffic. Final paving to commence once segment corrections are complete. Updates will be provided as soon as available.

Wednesday May 8, 2024 - This week we have a two week lookahead:
Week of 5/6/2024 through 5/12/2024
Caltrans has completed installing MGBR (Metal Beam Guardrails) and vegetation control at various locations including Highway 150/Villanova Road, the "Y", and at San Antonio Creek Bridge. Temporary K-Rail (White concrete protective barriers) and traffic control in these locations have begun being removed. Removal of K-Rail and traffic control will continue Friday, May 10th. Segment corrections have been cancelled until further notice.
Week of 5/13/2024 through 5/19/2024
Paving has been cancelled until further notice. Dig outs (Excavation of unsecure asphalt, road base, and soil) will occur on 5/15 and 5/16 at Bristol Road and Fairway Lane. You will also see minor maintenance work (electrical, signage, temporary asphalt repair and striping, etc.) at various curb ramp locations throughout the project to maintain safety to pedestrian and vehicular traffic.
All information and work is subject to change due to weather or construction issues. Residents and businesses located near the highway may experience noise throughout construction. As a reminder, all paving on Highway 150 and the 33 are Caltrans projects. The City of Ojai's Public Works Department is working on the 2024 Citywide Pavement Rehabilitation project. This is paving on selected streets approved by the Council via the Pavement Management Plan. More information on this project and updates will be posted here.
Tuesday April 30, 2024 - This week we have a three week lookahead:
Week of 4/29/2024 through 5/5/2024
Caltrans is continuing work installing MGBR (Metal Beam Guardrails) and vegetation control at various locations including Highway 150/Villanova Road, the "Y", and at San Antonio Creek Bridge. MGBR and vegetation control work is scheduled to be completed on Friday. May 3rd, and temporary K-Rail (White concrete protective barriers) and traffic control will be removed and roads will be returned to its original state. Eastbound turn lane from Highway 33 at the "Y" will open shortly after the removal of the K-Rail (dependent on scheduling).
Excavation and V-ditch drainage (V-shaped concrete drainage channel) construction will also be completed on Friday, April 3rd on State Highway 150/33 at Villanova Road. You will also see minor maintenance work (electrical, signage, temporary asphalt repair, etc.) at various curb ramp locations throughout the project to maintain safety to pedestrian and vehicular traffic.

Paving is planned to begin! Paving is planned to begin Monday, May 5th at night at Burnham Road and move its way through town to its final destination at Gorham Road. Night work is scheduled for paving work and lane shifts and lane closures will be present. Though paving will begin at Burnham Road, you may see structural road work occur throughout the project in preparation for final paving.

Answer: Dig outs (Excavation of unsecure asphalt, road base, and soil), Cold Milling (Grinding of top layers of asphalt), Paving (Installation of Hot Mix Asphalt [smooth/final surface]).

Flatwork has been completed at the previously stated locations (Loma Drive, Bristol Rd and San Antonio Street, S. Blanche Street, N. Montgomery and Fox Street). Excavation and V-ditch drainage (V-shaped concrete drainage channel) construction continues on State Highway 150/33 at Villanova Road.
You will also see minor maintenance work (temporary asphalt repair) to various curb ramp locations throughout the project to maintain safety to pedestrian and vehicular traffic.

Tuesday, April 9, 2024 - Caltrans is continuing installing MGBR (Metal Beam Guardrails) and vegetation control at various locations including Highway 150/Villanova Road, the "Y", and at San Antonio Creek Bridge. Once work is complete. Temporary K-Rail (White concrete protective barriers) and traffic control will be removed and roads will be returned to its original state. Caltrans is also continuing concrete/flatwork, electrical, and storm drain tie-ins at curb ramp locations on Loma Drive, Bristol Rd and San Antonio Street, S. Blanche Street, N. Montgomery and Fox Street.
Excavation and V-ditch drainage (V-shaped concrete drainage channel) construction continues on State Highway 150/33 at Villanova Road. Lanes will be reduced to one lane from Monday April 8th to Friday, April 12th at night to complete the work in the area from approximately 8:00 PM to 6:00 AM.
You will see Surveyor's on the road throughout the next coming weeks for the paving project (Burnham Road to Gorham Road, State Highway 150), preserving survey monuments throughout the highway prior to the installation of the new pavement. Paving dates pending.

Wednesday, April 3, 2024 - Caltrans contractors are currently installing MGBR (Metal Beam Guardrails) and vegetation control at various locations including Highway 150/Villanova Road, the "Y", and at San Antonio Creek Bridge. Once work is complete, temporary K-Rail (White concrete protective barriers) and traffic control will be removed and roads will be returned to its original state.
Temporary striping for the project will begin at night during the week of 4/1/2024 from Old Baldwin Road to the "Y". The crosswalk on Ojai Avenue and Signal Street that touches the Southeast and Northeast corners will also be removed and receive a temporary restripe, to better assist pedestrian crossing at the intersection, until the repaving occurs on Ojai Avenue. Paving dates pending.
You will also see concrete/flatwork, electrical, and storm drain tie-ins occur at curb ramp locations on Loma Drive, Bristol Rd and San Antonio Street, S. Blanche Street, N. Montgomery and Fox Street.
Thursday, March 28, 2024 -The City understands the travel challenges experienced by the work being performed along Ojai Avenue. Staff is working with Caltrans to minimize or alleviate the inconveniences that we are experiencing as a result of the work being performed along Ojai Avenue (Hwy150). This is a Caltrans project that includes curb ramps, improvements to intersections as well as a pavement rehabilitation project in the coming months. Caltrans is in the process of working through some project related issues with their contractor that may take some time. You may also see another project underway along Ojai Avenue at Blanche Street. This is a City project to construct a new and improved bus/trolley shelter in front of the Bank of America building. We don't expect this project to create travel inconveniences along Ojai Avenue or Blanche Street and expect the project to be completed later this Spring.
